Germany to UN Security Council: Failed Somaliland is a Threat against the Mankind
Written by Mohamed Omar Hussein
Sunday, 20 July 2008

His career extended from Research & Education, Journalism, Publications, Photography, and Translation to Website Development, Human Rights Advocacy, Marketing, Sales & Brokerage. Wishing the immediate release of the two abducted Germans whose health conditions are reported as poor, sharing with them their psychological situation, and expressing all my sympathies to the relatives of the abducted Germans, I feel I understand very well the all-Somali regret and sorrow for this inauspicious event that reflects only the negative side of few, desperate and isolated Somalis who behaved as non-Somalis.

Perhaps the contemptible incident should make some Europeans, and the Germans more particularly, think twice about the fate of Somalia. Germany can make a point of EU and NATO loyalty to an embattled member, notifying the US, the UK, and France about the urgent need to reconsider their Horn of Africa apathy that is to be found at the origin of the two Germans´ abduction in Somaliland.

Coordinating with Russia and China, Italy, Japan, Brazil and the Organization of the Islamic Conference, Germany could take an initiative to end the troubles of Somalia, even if this were to cover only part of Somalia, namely the North and the Center.

In fact, the abduction of the two Germans occurred in the territory of the illegal pseudo-state Somaliland the existence of which has by now become a threat against the Mankind. This would be the case of any state that pretends to have borders that it cannot control. Even worse, in this case, the illegal, unrecognized, and failed pseudo-state of Somaliland shares "border lines" with another illegal, unrecognized, and failed pseudo-state, named Puntland. To exacerbate the situation, the two pseudo-states´ unrepresentative and undemocratic character only contributed to their rivalry, which has always been a matter of absolute disapproval from the part of the indigenous populations.

In fact, at the epicenter of the issue is the total rejection of the bogus-states by the quasi-totality of the Somali populations who have been engulfed in the pseudo-territories of the illegal entities.

All the Somalis revile the criminal regimes of the Somaliland and Puntland gangsters to that extent that they use any means they have in order to signal to the rest of the world that

1. Criminal thugs and Mafias cannot be allowed to form simulacra of states in any part of the world.

2. The Abyssinian involvement in Somalia gravely contradicts the Western interests in the area.

3. The international disregard for Somalia, and the European and North American indifference for peace, reunification, development and prosperity in Somalia will effectively have a very high price that the Europeans and the Americans will not be predisposed to pay.

Germany can convincingly declare that in the same way the abducted in Somaliland Germans are now in Puntland, others may in the future be abducted in Puntland only to be later encountered in Somaliland.

The case of the lawless pseudo-states that are rejected by the entirety of their inhabitants, all those who passionately desire Somalia’s pacification and reunification, as well as the dissolution of the pestilence of the Somaliland and Puntland mafias, should be immediately taken to the UN Security Council.

The Current Situation in Somaliland and Puntland

The situation must be described in accurate and succinct terms, as follows:

1. Somaliland’s territory does not consist in a proper state; the local gang’s offices do not equal, neither do they resemble, a public administration, even as it is known in underdeveloped pariah states. Somaliland is not even a pariah.

2. Somaliland does not have borders; its porous ´border´ lines are at the mercy of Al Qaeda that has formed undetected bases on Somaliland’s ´territory´. The forthcoming months will be critical, as the terrorist organization has vowed to make of the separate, uncontrolled territory its basis for grave hits inside Abyssinia (fallaciously called ´Ethiopia´).

3. If Somaliland’s porous ´border´ lines with Djibouti and Abyssinia help the worst Islamic Terror scenario, Somaliland’s chaos in the East guarantees the fastest abduction in the world, making thus available the paradise of the kidnapping on Earth. Anyone can disappear there, only to be found later in any cavern, deserted coast or tomb.

4. The local population´s undisputedly hospitable feelings cannot be taken into consideration because they all are in disarray, despair and distress due to the long duration of the nightmarish gang-regimes of Somaliland and Puntland.

5. Somaliland’s permeability, matched with the local gang-regime´s failure and with the lack of international recognition, makes it almost impossible for any local politician and statesman to speak about the Spirit of Law – let alone attempt to make it respected.

6. Piracy-promoting realm ´Puntland´ is an even more degenerated circumference of lawlessness, tribal collision, human trafficking, illegal trade of all sorts, and unadulterated criminality. Among the indigenous regime´s most illustrious gangsters, the best has killed his mother. The non-state´s inexistent borders can be crossed by any terrorist, pirate, smuggler, and peddler, as the local mafio-nomy hinges exclusively on illegal trade of all sorts.

7. The vicious interconnection of the pseudo-state Puntland´s authorities with the erratic elements of the TFG makes of the territory a negotiation item in the discussions between TFG and ARS, the Alliance for the Re-liberation of Somalia. In fact, the very existence of the non-state ´Puntland´ is geared in order to make the pacification of Somalia impossible; this will happen when the TFG part will demand in the negotiations with ARS a very high price - for the period after the pacification - in order to bring in Puntland, and then ARS will reject and the negotiations will fail.

8. The aforementioned stance of the TFG president is due to the fact that the TFG president does not truly want to contribute to Somalia’s pacification, as he is afraid that in the process he would face charges for Crimes against the Mankind. The negotiations and the engagement that started with the Djibouti agreement could end in the implementation of a compromise in the southern part of Somalia only.

As any lawful state in the world is unwilling to pay ransom to abductors, the present case should lead Germany and the UN Security Council to a final decision to eradicate the lawlessness from the northwestern, northern and northeastern parts of Somalia.

Taking into consideration the recently signed Djibouti Agreement which can be materialized through cooperation between ARS and TFG in the presently occupied by the Abyssinian racist thugs Southern Somalia,

Acting in a way to facilitate Somalia’s reunification and pacification, by promoting peace, order, law and fair rule in parts not explicitly mentioned in and concerned by the Djibouti Agreement,

Deploying any effort demanded to make another abduction in the so-called territories of the lawless entities Somaliland and Puntland impossible,

The UN Security Council should

Convene a Conference of representatives of the elders of all the tribes inhabiting the so-called territories of the lawless entities Somaliland and Puntland

Demand their cooperation in eliminating the lawless gangs that rule the lawless entities Somaliland and Puntland

Call the lawless gangs that rule the lawless entities Somaliland and Puntland to disarm their militias and accept the dissolution of their structures

Call the UN member states to contribute to the formation of a 25000 men UN Force for Peace in Northern and Central Somalia that will be deployed immediately, in order to

1) Disarm the ruling gangs,

2) eliminate the existing administrative structures,

3) impose civil order and law,

4) Ensure border control, and

5) Work closely with the per place elders of the tribes

a) To set up new administrative structures that will reflect the local population will, and

b) Prepare electoral procedures for Constituent Assembly in coordination with developments in Southern Somalia.

Order cannot be restored in Somalia as long as Somaliland and Puntland are left to exist. The reason is simple: Somaliland and Puntland are chaotic realms of disorder and lawlessness. Either they will be dismantled and eliminated or next time the ransom for the abducted foreigners will be higher. There is no other solution.

I close the present article, republishing three related reports; the first is trying to justify Somaliland for its supposed commitment to a futile effort; the other two are published by the famous Somali journalist Abdi Guled, and shed light on the two abducted persons´ physical conditions.

The typical attitude of political accomplices, who accuse opponents for anything and embellish their own deeds, is easily noticed throughout the first text. This attitude destroyed Somalia, and turned the breakaway pseudo-territory of Somaliland to a realm of lawlessness.

Somaliland ends efforts to search two German hostages

German couple apparently kidnapped in Somaliland’s Sanaag region caused Somaliland government to take bold initiatives to rescue the hostages.

Somaliland police forces investigating the two missing German tourists reported to be in Somaliland territories deep in the mountainous range of Al-Madow has been aborted after costly hunt for the kidnappers.

Defence Minister Abdalla Ali Abraham ordered military personnel to accompany police forces as suspected kidnappers were reported to be heavily armed.

Somaliland already with an experience in releasing hostages learning from the suffering of another German hostage, quickly dispatched personnel to surround all possible areas potential as ideal for hostage takers including towns but to no avail.

"Smokescreen"

In a surprising twist, Interior Minister Abdalla Ismail "Irro" suggested such reports of two hostages in Somaliland territories may have been smokescreen for the kidnappers. He identified the suspected location both hostages are held as western part of Bender Qasim also known as Bosaaso city in Somalia and not in Somaliland’s territory.

In an interview with Somaliland news agency, he refused to comment more and requested his hope for moral sense to prevail in Somalia. The latest kidnapping is believed to be as a result of the current internal politics in the piracy invested Somalia´s self styled autonomous "Puntland State of Somalia". The kidnappers are believed to be raising funds to fight local elections against current leader of Puntland General Adde Mose.

Both hostages are believed to be alive and in good health, often being moved to different houses at night. Although the search has ended, the investigation to close this case still continues.

Puntland enjoys good relations with Somalia´s enforced self styled Transitional Federal Government (TFG) as it´s president Abdullah Yusuf is current tribal elder of Puntland. This has given Puntland authority immunity from international condemnations and protected them from charges of "terrorism" often cheaply thrown at anti-TFG entities by the international communities.

Pro transitional government media in Somalia were inciting calls for arms against Somaliland forces in Sanaag making their intension to side with the hostage takers. Consequently, sporadic little demonstrations appeared in towns with the intension to stop the search for the two hostages. Somaliland forces adhere that such demonstrations did not change their plans.

"We did not go to invade ourselves, we were forced to clarify the fate of the hostages and we are glad to finish it now" said Somaliland Defence Minister.

Condemnations required

Traditional Somali culture has always been hospitable to the traveler, but prolonged experiences of statelessness and abject misery has turned what was a simple and harmonious existence into a perilous savage and beastly predators. This pattern of kidnapping for the sole purpose of seeking ransom is now widely accepted phenomena in the Puntland authority´s domain.

Puntland founded on the Islamic principles of equity and justice in 1998 now stands out as the place where UNHCR ships are held for ransom, tourists are kidnapped, and hatred against Somaliland is openly incited by radios.

Security officials provided with UNDP (United Nations Development Program) facilities such as boats admitted on the BBC Somali that it’s employees may have aided and abetted such pirates using UNDP supplied boats as launch pads for the attacks on ships. Such thuggery against ships and civilians shall be condemned by donor communities.
